Despite the crossed-swords only being shown in proximity to the British Isles, fleets can be defeated as far east as Oslo to contribute towards spawning the Pirate Leader fleet.
Due to the traffic density around the North Sea, this can be one of the harder fleets to spawn and find as there are fewer pirate fleets spawned at any given moment.
